To resolve this button not being there, follow the below steps;
Go to the System tab
Click profiles
Select the profile the user is on using either the Previous/Next arrows or the Find binoculars
On the list, click System Control
Click Records
Click Edit at the top of the screen
Click the X next to Rate Maintenance
Click Save at the top of the screen
This will mean that the user will now have this button on their system either immediately, or after logging out and back in.
