The most common cause of this issue is that your organisation is configured to use central licencing, meaning that the Dimensions software licence is held on a system in your network.

The error indicates that the PC in question may not be able to access the network location that holds the licences for your software.

Please make a note of the network location being reported by the software and raise this with your IT as they will need to re-establish connectivity with the network location before you will be able to access Dimensions.
