This can be done on your version, and the way to do it is by following these steps:
Log in to Dimensions.
Navigate to the system tab
Click on Options > System Control Options
Click on "System Format"
On the very bottom of this screen, there is an option called 'View Nominal Summaries by Year ID (e.g. 2017)'
Once you have selected this option, you will be able to view the trial balance in the nominal ledger as any year, granted that you have transactions in the year specified.
