Most SMTP issues in Dimensions are due to incorrect server configuration, and so we firstly recommend to contact your Internal IT to investigate this error. Dimensions is trying to connect to your SMTP server but is unable to make the connection; this error often relates to Firewall settings.
If you or your IT are unable to resolve this, or believe that there is no issue with the firewall settings which could be preventing the connection, then please refer to article: SMTP statements fail to send via email as on further investigation it may be identified that you require new mailing configuration files for the Dimensions installation.
