This is probably due to the user not running the correct license key. To check this:
Ribbon View: Click the Access Logo next to the home tab and go to Change Registration Details
Classic/Module View: Click Info and go to Change Registration Details
Once this has been checked on the user, go to a users Dimensions that is not having the issue. Follow the above steps for them as well.
