To resolve this, ensure a fie called UNICOWS.DLL exists and is accessible in the installation folder of Dimensions on the affected user's computer (you may need to obtain a copy of the file from a working computer):
C:\Program Files (x86)\Access Applications\Dimensions\Accounts\<version>\
Restart Dimensions and then try again.
