The cause of this was because of a disk space issue due to a log file on a new database running on the SQL server.
If the above is not causing the issue then please check to see if the Dimensions end user has Dimensions installed on his local machine or on a terminal server. If this is the case then it will be to do with a locking issue. In order to resolve this Dimensions had to be installed with the Plug-in on a terminal server.
