This issue is caused by not using the **System Admin** credentials when applying the licence to register AOI. Use the **System Admin** credentials to resolve it. More information is available in the Register AOI article. If this does not work with the System Admin credentials, ensure it works on the SQL server directly to eliminate any server connection issues.
