This was caused by a disk space issue due to a log file on a new database running on the SQL server.
If the above is not causing the issue, check whether you have Dimensions installed on a local machine or on a terminal server. If this is the case this is a locking issue. To resolve this, install Dimensions with the plug-in on a terminal server.
